Recently, WWD reported that Canada passed the 《Budget Implementation Act》, including an amendment to 《Food and Drug Act》that would ban the use of animals for cosmetic testing in Canada and prohibit false and misleading labelling in relation to cosmetic animal testing.

In response, Jean-Yves Duclos, Minister of Health of the Government of Canada, said, "Testing cosmetics on animals is both cruel and unnecessary, which is why we are moving forward with our commitment to ban animal testing and trade in cosmetics."

Animal testing

Animal testing, a traditional method of testing cosmetics, is an important way of ensuring the safety and efficacy of cosmetics. In recent years, driven by industry regulations and technological developments, as well as a growing consumer awareness of 'animal welfare', the concept of 'animals as sentient beings, not just resources to serve humans' has become more deeply entrenched.

Consumers are increasingly concerned about the environmental and ethical context in which they buy products, and the cosmetics industry is meeting the growing demand for more ethical and environmentally friendly products. Yet hundreds of thousands of animals still die each year worldwide as a result of toxicological testing for cosmetic purposes. Although, over and over again, academic studies published in leading medical journals have shown that the results of animal testing are not informative about human reactions and can potentially be harmful to human health, these age-old animal tests could well be replaced by a great deal of cutting-edge technology and non-animal testing.

A new MarketGlass report estimates that the global market for vegan cosmetics will exceed US$21 billion by 2027. MarketGlass cites China, the US, Japan and Canada as the key players driving the value of the vegan cosmetics market.
